Now it's interesting to note that in Chapter 372, Kurapika and Yuhirai talk about Halkenburg and they mention that he doesn't want to participate in the battle for succession. One chapter prior to that, Kurapika thinks that the Nen beasts might vanish if the trade-off between "risk" and "reward" conditions is broken. In that case, the "risk" is to gather the princes and make all of them agree to participate. The "reward" is to grant them Nen beasts with even more elaborate conditions. The fact that all Nen beasts might disappear if Halkenburg withdrew from the war is not beneficial to Oito's group since they want to buy as much time as possible until their eventual escape to the lower tiers. The fact Kurapika didn't mention this to Yuhirai might imply that he doesn't want him to know. Other than that, Kurapika is also hoping for a strong ally in Halkenburg. All of this checks out with Oito's initial plan of blackmailing Halkenburg about his participation and tarnishing his public figure.
